Community-Led Monitoring (CLM) is a specific initiative led by key population groups to provide feedback to healthcare services, with a focus on HIV services. The indicators and aspects monitored by CLM need to be relevant to the situations that a specific community faces. Therefore, it is important to emphasize the meaningful engagement of all the groups in the community, especially young people, as the data shows that there is a significant gap on how CLM information is exposed among them.

CLM programs have been established at the country-level across the Asia Pacific region. Among these initiatives, there has been varying levels of engagement of young people in its process, while youth are engaged in some countries, others are still left behind (e.g. YKP networks are not yet established). The data presented in this report regarding the young people’s engagement to the HIV response and their knowledge on CLM indicates that there are issues in the CLM process that need to be addressed through a youth-friendly approach, specifically an approach that puts young people in serious consideration.

With the support from Youth LEAD and UNAIDS Asia Pacific, this Basic Guide on Community-Led Monitoring for Youth-Led Organizations maps out the current engagement of young people in the Asia-Pacific region in CLM implementation at the country-level, and provides information and technical guidelines on how to create a more youth-inclusive CLM initiative at every stage of CLM implementation.
