Small grants to support the meaningful engagement of civil society and communities in Global Fund and related processes at National Level in Asia Pacific.
The Asia Pacific Regional Learning Hub (APRLH) by Seven Alliance invites initiatives, groups, or organizations of communities and civil society living with, affected by or vulnerable to HIV, TB, and Malaria in the Asia Pacific Region to apply for small grants to support the meaningful engagement of civil society and communities from Asia Pacific Countries in Global Fund and related processes at national level.
Operating under the Community Engagement Strategic Initiative (CE SI) of the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund), the Regional Learning Hubs aims to strengthen the engagement of communities and civil society living with, affected by or vulnerable to HIV, TB, and malaria in Global Fund and related processes by amplifying information, updates and best practices; brokering diverse learning platforms; and assisting communities in accessing technical assistance. The Learning Hubs contribute to two key outcomes of the CE SI:
- Communities access timely and relevant Global Fund -related information.
- Communities drive program quality based on adoption of global guidance and sharing best practices.
The expected catalytic effect of the CE SI is that strengthened leadership and engagement of communities most affected by HIV, TB and malaria in Global Fund and related national processes, throughout the grant life cycle, improves impact of Global Fund investments. These small grants aim to facilitate a catalytic effect at the country level by providing fast-tracked support to communities and civil society to strengthen their meaningful engagement in diverse national level processes related to Global Fund and HIV, TB, Malaria national responses.
LIST OF POSSIBLE ACTIVITIES FOR SUPPORT (Please note that these are only indicative activities. You may suggest your own activities):
- Community-led rapid needs assessments and CRG-related assessments among members of one or more communities in the context of building an effective response to HIV, Malaria and/or TB, protecting human rights, promoting gender equality and meaningful engagement and to generate strategic information for better decision-making
- Community-led program reviews to ensure community perspectives inform service delivery improvements
- Community consultations to inform priorities for inclusion in national policies, guidelines and plans
- Engagement planning to strengthen the participation of communities in Global Fund processes
- Caucusing and collective strategizing for coordinated community-led advocacy
- Mapping of civil society and community organizations and activities to strengthen community systems and responses
- Refining or validating tools that support community engagement in Global Fund-related processes
- Workshop to strengthen knowledge of civil society and community groups on the Global Fund
- Conducting face-to-face meetings in order to identify interventions of a most priority for the representatives of a particular community to be included in the national funding request;
WHEN APPLYING, PLEASE CONSIDER …..CONDITIONS
The following conditions must be considered when determining activities to be supported within the requested funding:
- This opportunity cannot be used for organisational development
- Try to prioritize all the three diseases in the proposal
- The activities should support national Global Fund related priorities and not random activities
- Advocacy activities which is not related to the Global Fund activities
IMPLEMENTATION TIME:
3 to 4 months from signing the contract
LANGUAGES:
Application as well as reports will be submitted in English Language
REQUIREMENTS FOR APPLICANTS:
- be registered as a legal entity in the country in the case of an initiative group, it should have a fiscal host registered or have/ work with fiscal host in their country
- Only CBO, NGOs, not-for-profit organizations can apply. Initiative groups also can apply, but their fiscal host should be an NGO/CBO or non-for-profit organization.
- work with / represent / provide services / advocate for the needs of key populations affected by HIV, Malaria and / or TB at the national level.
- Have the capacity to prepare financial and narrative reports as required by donors
No more than 1 grant per country will be awarded for the period up to three months of implementation. The indicative budget for each grant is US $ 6,000 (depending on the activities).

March 9 2025, 23:59 Bangkok Time.
Applications will be considered and a decision on grants to be awarded will be made as soon as they are received, and therefore it is recommended to submit applications as soon as possible.

- Annex 1 – Registration document of the organization translated into English.
Applicants who have submitted an incomplete package of documents will not be considered as tender participants!
CRITERIA FOR EVALUATION
The submitted applications will be evaluated by the selection committee composed of Seven Alliance Consortium members. The following criteria will be used to evaluate the received applications (the maximum possible number of points is 100, the minimum required number is 80 points):
- Problem statement (20);
- Clear and achievable aim and objectives of the grant (20);
- Realistic and clear grant activities (20);
- Financial and administrative capacity of the organization to implement the grant within the specified time frame. Including: realistic and justified budget (20).
- Coordination of proposal content with key partners (20).
