From its very beginning over 40 years ago, the HIV/AIDS epidemic hasn’t been restricted by value judgments about “high risk” and “innocence”. It never remains confined to a single community. When one group is impacted, others soon follow. And when one nation is vulnerable, so too are its neighbors and the region as a whole.
